Yes, more changes, more regulations on the horizon. On April 22, 2010, a new regulation will take effect for homeowners, landlords, schools, child-care centers and others, which relates to rehab, reconstruction, window replacement and changes made to a dwelling built before 1978.
In Massachusetts, we currently have a law that requires all properties where children under 6 reside to be lead free. Lead abatement has typically been done by contractors with a lead abatement certification. The new regulation to become effective in April will require contractors to be EPA-certified for all home construction projects of homes built before 1978 whether a child under 6 resides in the property or not. In addition, the current regulation does not apply to remodeling and repair work—the new law does. Homeowners that undertake projects on their own will not be required to comply with this new regulation.
Violators can be assessed a penalty of up to $37,500 per day per incident. While this will invariably raise the cost of house projects, the intention is one of safety!
